Flow rate for Jebo 11W UV steriliser

I just got myself a Jebo 11W UV steriliser. It's probably not the best, but I couldn't resist as it only cost me $20.

Since it didn't come with any documentation, I would be grateful if someone could recommend to me the optimum flow rate that I should put through this unit. I've read that too high a flow rate would be ineffective.

The rule for biological sterilization is 100 litres per hour per watt maximum.
So for 11 watts a maximum of 1100 l/ph ...however I'd limit it to a max of 800 litres per hour to be safe.
