What size tank are they in?
What are the water parameters?
You always have a runt in the litter, so i'd say that this one is your runt, and at the bottom of the hierarchy system ...

if you seperate the smaller ones and change water a lot they will catch up with the rest

There will definitely be runts in a group....... So, the small one is obviously your runt. You can try to separate the smaller ones in one tank while the bigger ones in another tank. Do frequent WC. BH feed to enhance their growth especially the smaller sized group. When feeding, try to disperse the food evenly throughout the tank...........
Hope that helps.
Sanie.
