on my eheim cannister filter if i want to reduce the flow rate i slightly turn the quick release taps into the off position.

oh an spray bars help A LOT if your trying reduce the current.

To slow ur the LPH you could either add a Inline heater or maybe a inline UV that way ur getting 2 benifets 8-)
