It all depends on what you want to get out of it.
It will remove impurities etc from your water, and does a good job of keeping your water nice and clear. It's also handy to use after medicating a tank to remove any excess medications.
It also removes lots of stuff you may want to keep in your water like stress coat products and plant fertilizers.
It also needs to be replaced regularly, but is pretty cheap so it's not really a problem.
Though of using purigen?
Works just like carbon but doesn't take fertilizers and other additives out of the water. You can't use stress coat products with it though, and it is expensive. On the plus side its easily recharged.

As Palpatine said 8-) , it's not always necesary, but if your water is a little suspect in what may be in it, then it may prove to be a life saver.
