I've got a 29g tank thats empty right now...I'd like to get a 75-100g tank for a discus community tank....There's a local guy who sell's 6 month old discus...Should I start the big tank with some tetras, plants etc and try to get it to want I want.. then let discus grow out in the 30g ?

IMO if you dont have much time and since you're just starting with discus, its best to get medium/large sized discus since they are less likely to get sick/stunted. Even though they may be cheaper its still better to pay extra to get ones which even if you make a few mistakes will bounce back!

Again it comes down to what you want to achieve with your discus
however
To achieve maximum grow out and develpoment Id personally keep young discus in a Bare bottom tank.
Its easier to maintain water conditions for your fish too!
Id keep a minimum of say 6 to 10 2 inch fish in no smaller than a 4 x 18 x 18 .
