You may have to be there at the right times - but
Keysborough Aquarium (the new one, there are two) 214 cheltenham road keysborough, has some stunning fish in (at least there were a week or so ago, I bought four of them)
Creative Aquarium factory 5/74 healey road dandenong had some nice fish
Melbourne tropical fish import 2, 41-43 sinclair road dandenong had the remains of a nice shipment in, he is supposed to be getting another shipment in about a week.

rayonne, plenty road, reservoir (good all rounder)
all pet and aquarium supplies, dunoon court, mulgrave (good all rounder, mainly cichlids, africans, hardly any discus)
boronia aquarium (cant remember road) boronia (all rounder)
like Ben says, Subscape is great and located in victoria street, richmond (good all rounder, mainly caters to middle - upper price range)
blackburn aquarium, middleborough road, blackburn (all rounder)
oafi, cnr north & warrigal road, oakleigh (mostly discus)

there's heaps more good ones

question would be, what kind of fish are you looking for? discus? or others?
