chemicals in water

if i was to fill a 3fter with tap water how long before i can add fish(discus) and seeded filters

If it were me i would fill the tank, add heater and airstone for 24hrs just like you would age your water. That should stabilize things for you and then you should be good to go with adding the filter/fish. As long as you keep aging you WC water all levels should remain constant for you as well.
