G'day Paul
in a tank that size a single pair of Apistogramma at most but...be aware you will have to segregate the pair once they breed unless the tank is chock-full of plants, rocks and driftwood etc so fish can easily hide from one another. Many of us breed Apistos in standard 2 foot tanks but we generally segregate the parents after the fry emerge.
In a standard 3 foot tank a trio of Apistogramma would work but again you will want lots of stuff in their to provide lots of hiding places.
take care

The rule I work with is 1 square foot per female and an extra 1/2 for the male.
Hence in a three footer I would go a trio, and I consider 14 x 14 too small.
