pl compact lighting tubes are they any good

hey guys i have inherited a 4 tube light it is a pl type does anyone know if these are any good i have just purchased a 28" high tank too.

How many PL tubes does it take and what wattage is it?
A 28" high with fluro's would be ok but might be a bit high for some of the high light loving plants.

was 4 tube at 40 watt. how ever i bought the tubes and it seemed the ballast was the problem so am just going to buy a 4x54watt t5 set up.
