To be honest, yes they are. In saying that though it looks like they are in the right sort of tank for optimum growth so with good food, lots of clean water and frequent water changes you could turn it around. They will never be one of the thumpers you often see come out of Malaysia or Singapore but they could reach a decent size still.

It is hard to guess a size or age from that picture but I see the spawning cone. If you are attempting to breed them I'd put that off for a bit longer if you want them to grow. Once a female starts breeding their growth will slow down so try putting that off as long as you can. (Within reason!)
