Honestly...... your pigeon blood is one of the worst representations of a stunted fish i've seen.
Regardless of this thou.... a possitive is that 95% of your eggs look to be fertilized judging by the photo.

the best way to get non stunted fish is to grow them up yourself..........lots of water changes and good food.
or simply buy ROUND fish with small eyes........ generally if you are buying discus, you are parting with a fair amount of coin.
Alot of people will say that discus are over priced, this is not the case at all, to grow on quality discus to sell on is not an easy thing to do, it takes alot of work and dedication......if the fish isn't quality.....dont buy it.

If buyers didn't buy these stunted fish then there would be no market for them, breeders would not waste thier time growing and selling these fish, if the everyday buyer wants better quality fish...then they must demand better quality from the shop or breeder they are buying from........

If you want to have fish that aren't stunted as adult fish, but dont want to do all the hard work, buy adult fish that aren't stunted......... jmo.....

I have been to several fish farms over the last few weeks while I was in Singapore. These guys do not mess around with their fish and keep and maintain good quality fish. They cannot afford to send poor fish to your country.
In my opinion, there are a couple of things going on here.
1, Importers are bringing in good fish which get distributed to the sponsors, these will be cared for and kept in ideal conditions ie good food and water. Other imported fish will go to your lfs where they are subjected to poor conditions, small fish will stunt very quickly, become sick and still be sold to unsuspecting fish keepers who know no different.
2, Your lfs is getting home bred fish from so called 'breeders' who just want to try to claw back some return on a batch of fry, that they do not know how to raise properly. These fish will be stunted and sick already, generally some sort of ridiculous cross and passed off with some fancy name that has been made up to thrill the unsuspecting buyer. These fish are sold at a premium price, with (and I am generalising here, there are exceptions )given bad advice as to how to look after them.

The best way to spot a stunted fish is to go to look after doing some proper research. Unfortunately, your fish are imo culls, but if you like them, they can be good pets, but do not bother to try to breed from them.

Don't take this wrong way, the info will help. As I said, your fish will make good pets, I guess we specialise and maybe come across a bit direct, but don't be put off, we can help you.
