Epsom Salts are used in the water as a laxative.
If your fish is constipated from too much high protein food, and not enough roughage, it will help them to empty their gut.
Dose rate - one teaspoon per 40 litres of water for 24 hours. Dose can safely be doubled if the lower dose hasn't produced the right results

Should epsom salts only be used on sick discus? I've heard a low dosage at all times is good, but it seems like being on a constant laxative wouldn't be good for growth cuz the nutrients would pass right through them.

A lot of people confuse epsom salts with ordinary cooking salt or rock salt.
They are two entirely different products, and produce totally different results.
You would never want your fish on a constant laxative but some people do use a small amount of cooking salt in their tank to reduce the level of bacteria, or because they believe it's beneficial somehow.
Both types of salt do have medicinal effects on fish, but like any medication, should only be used in times of actual need.
