It seems like every time i do a water change the plants produce O2 like crazy... just steams of tiny bubbles coming from the leaves of the plants... Do water changes stimulate the plants?

The gas they produce after a W/C isn't O2 - there are heaps of disolved gasses in the new water which the plants take in then reject... it's called 'false pearling'...

if you have harder water then yes , there are minerals etc in the water that may benefit plants
if you have r/o water then no
it is not the water itself , it is what is dissolved in the water whether it be mineral or gas,
