Is there any danger to the aquarist's arms (working in the tank) from any U.V rays from a metal halide light?

most metal halides have a glass jacket over the bulb (this is built into the bulb) to block the UV light generated.

So the glass filters out all U.V there is no "stray" rays zapping skin or eyes?

Depends on the globe.
Double ended globes are not shielded. They will give you sunburn, cause cancer and can severely burn your retinas even with just a few seconds of looking at them. This is why pendants come with a piece of UV shielded glass.
Single ended globes are shielded internally.

I've used double ended globes and all mine are shielded.
