Is it true that the more stress bars the better quality fish and that if the bars are broken or joined means ?

Welcome to the forum John.
Snakeskin type discus usually show 14 or 16 bars and standard discus show 9 bars.
If you were choosing a fish to enter into a discus show, you'd certainly want one with straight bars and complete bars, not broken ones. If you just want a pretty fish to go into your display tank at home, then it doesn't really matter, so long as you like the look of it.
As far as snakeskin or normals being better, it's really up to the purchaser as to which appeals to him more.
