Does this looks like Discus plague to anybody?

No, it looks more like a fungal infection growing on a previous injury.
Plague looks very different to that.
If you can remove the fish from the main tank, put him in a hospitaltank and treat using 2 heap teaspoons of salt per 40 litres of water.
Salt should help, if not, you will need to resort to a fungus cure from your aquarium shop.
How long has it been like that, and does it appear to be spreading?

It started four days ago and has progressively gotten worse. I also thought this was a fungal infection, but the thing im worried about is the patch on his tail. It looks like his tail is rotting off. Like someone took his back fin and tried to rip it down the middle. Ive been using salt and have been dosing with FURAN-2 which i started yesterday. It hasnt spread since but his tail looks like its going to fall off.

I think hes doing better. None of the medications I used worked. So I finally decided to take him out, take a qtip, dip it in iodine and clean the infected parts. I then applied neosporin. heres some pics of him. I didnt put the neosporin on his tail and thats the only part that I think is still infected. I think I might wait 4 or 5 days and do it again

looks like it worked on the infections so dont wait it can go bad in 4-5 days.
do it now,it workrd on the other ones.
it is not to bad for the fish when he is out of the water when it is not longer than 30-60 sec.
